EU Economic Ministers Convene to Discuss Accessing €140bn in Frozen Russian Assets for Ukraine Funding

EU economic leaders are gathering in the EU capital this morning to address the bloc's economic agenda, including the increasingly urgent issue of financial support to Ukraine.

Ukraine's President Warns Country's Survival Relies on Allies

Ukrainian President Volodymyr Zelenskyy stated in a recent discussion that Ukraine's existence depended on receiving additional financial aid from allies.

“I hope, with luck, we will get the necessary funding,” he stated to media outlets. If not, “It will be necessary to seek an alternative, it concerns our survival. That’s why it is essential urgently. We rely on our allies.”

EU Commission Pushes for €140 Billion Reparations Loan

The European Commission still hopes to persuade participating countries – and Belgium, which is currently blocking the plan amid juridical concerns – to move ahead on a €140 billion reparations loan using Moscow's immobilized funds.

Commission president Ursula von der Leyen emphasized today that it would be “the most effective way to support Kyiv's military and its economy.”

Decision Postponed Till Year-End Meeting

A final decision on the matter has been postponed until the European Council meeting in the last month, with the funding required early next year.

Discussions Occur Amid Bribery Allegations in Kyiv

But these discussions are happening during a tricky moment for Kyiv, as the president was forced to address growing public outrage in the country over a corruption scandal in the power industry, firing several officials allegedly involved in participating in a large-scale corruption network.

Denmark's finance leader Stephanie Lose was questioned on her response to the scandal, and affirmed that there was determination to keep aiding the Ukrainian people.

“Naturally, The country will have to persistently focus with reforms, reinforcing every sector of the nation [and] including fighting graft … but it is clear that there’s a strong European support behind Kyiv,” she stated.

Other EU Events Monitored

Separately, analysts will be monitoring the Netherlands where the parliament convenes to discuss potential ways ahead in the government formation process, Rome-Tirana discussions in the Italian capital offering the most recent opportunity to witness the brilliant Meloni-Rama dynamics, and a number of high-level meetings throughout the continent, including Nato’s Mark Rutte’s visit to a German airbase.

Much to cover.

Today is November 13, November 13, 2025, and we bring you European Updates.

Welcome.
